Following a concerted, unified push by EFCL and League leadership, City administration will resume full responsibility for managing and billing EPCOR stormwater charges starting in 2027.
This decision marks a massive turning point in protecting volunteer capacity and reversing the decision to download municipal administrative tasks onto neighborhood volunteer boards. This victory belongs entirely to you- our Community League volunteers.
We want to extend our deepest, most sincere gratitude to every volunteer who stepped up, spoke out, and championed this cause. Your advocacy was the engine behind this win.
This incredible result was made possible by an overwhelming show of unity across the League network:
- Massive Consensus: During the consultation process, we heard from 65 Leagues-and an incredible 63 of you strongly agreed with the EFCL’s position in our city-wide survey.
- Powerful Evidence: This overwhelming result gave us the clear data and leverage needed to prove the real-world operational strains facing volunteer boards.
- Grassroots Pressure: Beyond the survey, your grassroots advocacy made it happen. To every League member who took precious time out of their day to email city councillors directly: thank you. Your direct engagement ensured that decision-makers heard the practical perspectives of community leaders loud and clear, keeping this issue at the absolute forefront of the committee’s consideration.
You proved that when Community Leagues stand together, our collective voice is impossible to ignore. Thank you for protecting the future of volunteerism in our city.
What Happens Next (And More Details To Come)
While the centralized model is being finalized for 2027, safeguards are firmly in place to protect League finances during the transition:
- 100% Funding Offset: The City has already allocated funding to offset 100% of current stormwater bills, which will continue to be distributed to Leagues.
- Correcting Past Discrepancies: One-time funding has been provided to correct any billing discrepancies that occurred during 2025.
- The Interim Period: Leagues will continue to use these allocated funds to cover their direct EPCOR bills for the remainder of the interim period until the City officially takes over administration in 2027.
Looking Ahead: City administration is currently ironing out the finer mechanics of this transition. We will share more comprehensive details about the full, finalized plan just as soon as they are available. Once again, thank you to every League leader, volunteer, and advocate who refused to stay silent. This victory is yours!
